What is Title 24?
Title 24 of the California Code of Regulations addresses construction on residential and non-residential buildings in California. It was adopted in 1978 to reduce California’s energy consumption and has grown to cover electrical, roofing, plumbing, and more for specific buildings. Title 24 regulations are updated every few years.
The California Energy Commission is responsible for adopting, implementing, and updating building energy efficiency regulations. Local city and county enforcement agencies have the authority to verify compliance with applicable building codes, including energy efficiency.
What does Title 24 mean for me?
All California homeowners installing new roofs, and all new construction must meet the energy efficiency standards in Title 24. You can read the code entirely, if you’re into that.
For residential roofs, this means all reroofs where 50% or more of the existing roof surface is being replaced in most zones need to be Title 24 compliant.

Who is exempt from Title 24?
Your home could be exempt from Title 24 requirements if you can show compliance using the performance approach or if it has one of the following:
Air space of 1 inch provided between the top of the roof deck and the bottom of the roofing product
The installed roofing product has a profile ratio of rise to width of 1 to 5 or 50 percent greater than the width of the roofing product
Existing ducts in the attic are insulated and sealed
Buildings with at least R-38 ceiling insulation
Buildings with an attic radiant barrier
Buildings with no ducts in the attic
